Title: Business Analyst
Agency: Texas Health and Human Services Commission
Location: 701 W. 51st Street, Austin, TX 78751
Remote/Telework Policy: Remote work from home, Monday through
Friday.

Duration: On-going, no ending date
Visa: Must be US Citizen, Green Card, EAD. No H1B
All work products resulting from the project shall be considered
"works made for hire" and are the property of the Texas Health and
Human Services Commission and may include pre-selection
requirements that potential Vendors (and their Candidates) submit
to and satisfy criminal background checks as authorized by Texas
law. Texas Health and Human Services Commission will pay no fees
for interviews or discussions, which occur during the process of
selecting a Candidate(s).
4-7 years of experience in the field or in a related area as a
senior Business Analyst (Technical). Familiar with standard
concepts, practices, and procedures within a particular field.
Relies on limited experience and judgment to plan and accomplish
goals. A certain degree of creativity and latitude is required.
Works under limited supervision with considerable latitude for the
use of initiative and independent judgment. 2+ years of experience
as a data analyst analyzing raw data using Excel, Tableau, etc.
Reviews, analyzes, and evaluates business systems and user needs.
Formulates systems to parallel overall business strategies.
Experienced with business process reengineering and identifying new
applications of technology to business problems to make business
more effective. Familiar with industry standard business process
mapping, and reengineering. Prepares solution options, risk
identification, and financial analyses such as cost/benefit, ROI,
buy/build, etc. Writes detailed description of user needs, program
functions, and steps required to develop or modify computer
programs.
- Performs advanced business analysis work. Leads and facilitates
the service-request lifecycle process via customer-related service
requests, business requirements analysis, documentation of business
workflows, solicitation of requirements, business requirements peer
reviews, technical specifications related to enterprise software
products and configuration items (CIs) for Software Asset
Management (SAM).
- Acts as liaison between technical and non-technical customers.
Documents clear, detailed, and thorough system specifications from
simple to complex requests. Ideas are expressed clearly and
concisely, both written and verbally, and to address audiences
effectively.
- Collaborates with Project Managers, Program SMEs, Budget staff,
IT Contract Managers, and technical staff to perform analysis, and
planning during Software Asset Management discovery and analysis
sessions.
- Participates on project teams in the delivery of SAM
operational outputs and processes and through the analysis and
documentation of business processes, requirements, and
specifications. Promotes productivity and efficiency by studying
current practices, helps customers analyze complex technical and
managerial processes, identify inefficiencies, and assist customers
to realize business value.
Requirements/Preferred Skills:
- 6 years - Required, High level interpersonal skills to work
effectively with varied and challenging stakeholders while
motivating agency staff to elicit work outputs on short
deadlines.
- 6 years - Required, Demonstrated experience in building and
tracking the Requirements Traceability Matrix using excel.
- 6 years - Required, Ability to analyze and document a variety
of work processes, logical relationship and associated information
flows using Excel, Visio, PowerPoint, and other tools.
- 5 years - Required, Demonstrated experience in business
analysis, business process mapping, requirements gathering and
requirements documentation using Lean methodologies
- 5 years - Required, Demonstrated experience in business
analysis, business process mapping, requirements gathering and
requirements documentation using principles and templates for
complex enterprise systems involving multiple data center and
infrastructu
- 5 years - Required, Experience with Software Asset Management
systems/ processes, including server-side license compliance.
- 5 years - Required, Ability to review, comprehend and
accurately interpret complex contractual obligations related to
enterprise software asset management.
- 5 years - Required, Ability to craft reports regarding
information to facilitate Software Asset Management efforts in
completing periodic true-ups of enterprise server-side software
assets.
- 5 years - Required, Knowledge and understanding of Software
asset management discovery/repository tools, such as Snow License
Manager, ServiceNow, Remedy.
