    Vacancies will be filled in the following specialty areas:

    Office of Online Services

    The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Formulates, coordinates, monitors, evaluates, Office of Online Services yearly budget and reviews, analyzes, makes recommendations, and/or develops contingency spending plans based on financial analyses and reports. Analyzes data to determine trends and anticipates any resulting adverse impact of budget and/or work plans; recommends appropriate action to resolve any such problem. Analyzes estimates to identify imbalances among program areas and to reconcile estimates with current levels of expenditures and projected changes in work plans and staffing levels. Includes anticipation of reprogramming needs and possible anti-deficiency violations; investigations of deviation from projected amounts; an evaluating fund usage against operating program objectives. Balances operating division funds availability with program objectives.
  • Advises and assists the Director, Office of Online Services, OLS Executives, and other managers within OLS on all financial and/or strategic planning matters affecting the organization.
  • Serves as liaison to the Office of Online Services management on the effective use of resources, making program adjustments and evaluating the progress for achieving the spending objectives.
  • Formulates Office of Online Services budget and finance guidelines and procedures, provides input to OLS written guidelines pertaining to budget formulation, and financial management; provides interpretation of policy guidance. Devises and recommends procedures to implement budgetary processes, policies and regulations. Drafts procedural instructions and guidance for management to use in planning and estimating needs for FTEs, labor costs, and non-labor funding requirements
  • Participates in conferences with management and representatives of the National and/or Operating Division office in matters related to budget procedures, plans, and projects. Prepares briefings for the Office of Online Services on matters pertaining to the formal budget submission through the CFO to Treasury.
  • Facilitates and/or leads some or all of the Office of Online Services financial, budgetary, and/or strategic planning process by working with the executives, managers, supervisors and their representatives to: identify emerging strategic issues, assess the progress against programs and goals, and formulate plans to shape the organizational direction for the future. Participates in conferences with management and representatives of the National Headquarters and/or Operating Division offices in matters related to budget procedures, plans, and projects.
  • Uses the most current statistical and process improvement methodologies to develop and implement performance measures, analyze processes, identify improvement opportunities, and improve customer satisfaction.
  • Uses cost accounting principles to design, develop, and implement organizational cost management techniques and strategies.

Employees must be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program.     Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service.     You must meet the following requirements by the closing date of this announcement:

    SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience using administrative laws, policies, concepts, regulations, and precedents applicable to the administration of financial, budgetary, and/or strategic planning programs in order to resolve complex and interrelated problems, and to assess the impact of actions taken relative to the attainment of program objectives. Experience with the Federal budget process, including both budget formulation and budget execution; accounting principles and practices; financial management and reporting; and procurement in order to provide comprehensive advice and services relative to technical as well as policy program issues. Experience with a wide range of analytical and evaluative methods sufficient to accomplish projects and studies of broad scope, and to analyze operational and factual situations in identifying all pertinent problems and possible solutions or courses of action. Experience in oral and written communications methods and techniques in order to prepare reports and documents, to conduct or facilitate formal or informal meetings, and to identify and resolve problems. Experience organizing and coordinating financial management and/or strategic planning programs and materials sufficient to plan, control, execute, monitor and evaluate work assignments.


    MEET TIME IN GRADE (TIG) REQUIREMENT: Under merit promotion procedures, Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked. If you currently hold or have previously held a position at the same (or equivalent) or higher grade/level in the Federal government as of this announcement, you will meet the TIME IN GRADE REQUIREMENTS
