Freese and Nichols is looking for a Cost Estimator in our Dallas,
Fort Worth, Austin, San Antonio, or Houston, Texas office. This
individual will provide construction cost estimating on assigned
projects and in support of FNI Project Managers and other staff as
needed. Oversee and coordinate FNI staff assigned as direct reports
and/or as support staff from other Groups assisting in cost
estimate development. Provide cost estimates at planning level
through final design, accurate to within a reasonable amount of the
actual project construction cost with a goal of 5-10% above actual
cost. Meet Individual Development Program goals.
--- Assist FNI design staff, project managers, program managers,
and construction managers by leading project construction cost
estimating efforts and assisting in controlling construction
project budgets during planning, conceptual, preliminary, and final
design. Notify project manager or designer of possible cost
overruns and suggest possible areas of construction project scope
reduction to minimize or eliminate those overruns. Participate in
discussions with designers and suppliers to determine major
material and equipment prices to be used on the project. Lead the
preparation of cost estimate documents incorporating input from
--- Provide recommendations for new or updated cost estimating
software to the Group Manager. Maintain cost estimating library and
cost database, and update software packages as required. Maintain
and manage cost estimating database utilizing services available
from various sources in the construction market place. Maintain
construction cost trends utilizing published data available from
various sources such as ENR and CCI.
--- Travel to other FNI offices as required to provide educational
brown bags. Travel to other FNI offices and to client locations to
meet with FNI staff and/or clients regarding cost estimate issues.
Travel frequency and duration of stays will vary but will average
1-2 trips per month and will require a stay of 1-2 days per
--- Work occasional, straight-time paid, overtime (including
weekends) to meet cost estimate deadlines when necessary.
--- Minimum Experience: 5-7 years of construction cost estimating
with specific focus on water infrastructure including
water/wastewater treatment facilities, pump and lift stations,
pipelines (all materials and diameters), storage tanks, earthwork,
and concrete. Experience with transportation infrastructure and
vertical infrastructure also desired. Experience with cost
estimating for building construction (federal/military
construction, higher education, or commercial projects) will also
--- Associates degree in engineering, architecture, building
construction, construction management, or equivalent practical
experience. Other cost estimating related training and
certifications are desired.
--- Experienced with and capable of effectively using computer
software for word processing, databases, spreadsheets, and
estimating. Experience with estimating software solutions in the
construction industry including systems developed and used by
governmental entities (PACES, M-II, etc.) is desired.
--- Experienced with performing detailed quantity take-offs from
engineering and architectural drawings and specifications.
--- Must be able to effectively and accurately provide master
planning and conceptual design level cost estimates utilizing
parametric and other"order of magnitude" and general"rule of thumb"
estimating methods. Able to understand design concepts with minimal
level of schematic design drawings available.
--- Understands basic public sector (municipalities, water
districts, river authorities, transportation agencies, counties,
educational organizations, federal government, etc.) construction
methodologies as well as procurement and budget procedures.
--- Communicate clearly and effectively both verbally and in

the understanding that cost estimating is a service being provided
to both internal and external clients.
--- Certified Professional Estimator (CEP) certification through
ASPE or Cost Estimating Professional (CEP) certification through
AACE is desired.
--- The job will require the ability to climb ladders, lift light
loads up to 25lbs
