Summary

WHAT IS THE WAGE & INVESTMENT DIVISION? The Wage & Investment Division (W&I) serves about 122 million taxpayers who file upwards of 94 million returns each year. W&I provides high-quality taxpayer assistance, and enable taxpayers to transact and communicate electronically to file their returns and make payments.

Responsibilities

WHAT DOES AN EXAMINATION FINANCIAL TECHNICIAN DO? As an Examination Financial Technician you will examine income tax returns covering a wide variety of tax liability issues through correspondence and telephone contact with the taxpayer. The work covers a wide range of programs involving current and prior year tax rules, regulations, and procedures. Cases worked are primarily Individual Master File (IMF), however, due to the wide range of programs and issues involved you may also work Business Master File (BMF) issues as well.

As a Examination Financial Technician you will:

  • Perform case analysis on pre-classified returns and unresolved responses; classify returns with high correspondence examination potential or complex issues.
  • Examine programs and tax law changes; research using IDRS and AIMS generated material; inform recurring procedural problems and suggests new methods.
  • Contact taxpayers to obtain information, explain liability, and encourage compliance; protect confidentiality of taxpayer information within the confines of disclosure laws, rules, and regulations.
  • Reconstruct transactions and identify prior processing errors to determine whether to assess or waive tax liability; compute gross income and make appropriate adjustments.
  • Process cases that may involve restricted interest and multiple year adjustments; recognize indications of suspect tax return preparers, tax protesters and indications of fraud.
  • Initiate handling notices to provide instructions for the full range of corrections to taxpayer accounts; provide telephone assistance to the public in answering technical questions on specific cases.
  • Recognize correspondence that meets congressional or PRP criteria, and ensure expedited handling.
  • Protect government's interest regarding imminent statute expiration cases.

      Qualifications

      You must meet the following requirements by the closing date of this announcement. GS-05 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. Specialized experience for this position includes: knowledge of Internal Revenue Code policies, procedures and/or programs directly related to the position being filled OR
      You may substitute education for specialized experience as follows: A Bachelor's degree or four (4) years of education above high school in any field of study from an accredited college or university.

      For Grades 04 through 05: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

      GS-06 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: knowledge of the Internal Revenue Code, IRS policies, tax rules, regulations, and procedures. Ability to interpret and comprehend contents of case files, filing requirements and offsets used to claim credits and deductions; Working knowledge of AIMS, IDRS, business, fiduciary, and estate tax. Knowledge of Privacy Act, disclosure regulations, and Power of Attorney. Knowledge of other agency procedures related to tax processing (SSA, Federal Reserve Bank, Disbursing Office, State Employment Offices, and other private financial institutions). Skill in providing clear and concise replies to taxpayers and in exercising tact and diplomacy in telephone contacts.

      GS-07 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-06 grade level in the Federal service. Specialized experience for this position includes: demonstrate knowledge of tax rules, regulations, and procedures as well as the penalty and interest rate computations. This includes cases involving restricted interest, minimum and alternative minimum tax, income averaging, and tax preference items. In-depth knowledge of a broad range of filing requirements and offsets. Working knowledge of AIMS, IDRS, service center processing procedures, master file transaction codes, procedures for effecting account corrections and adjustments. Knowledge of business, fiduciary, and estate tax. Thorough knowledge of procedures and criteria relating to statute protection and expiration including Restricted Waivers of Consent and controlling of the statute. Ability to provide clear and concise replies to taxpayers and diplomacy in telephone contacts.

      Lead Financial Technician Thorough knowledge of the financial clerical specialization of assigned workload; Knowledge of organizational functions, quality techniques, and reporting requirements; Knowledge of administrative policies, procedures and functions; Knowledge of the workflow through the function and ability to assess the performance capabilities of employees. Knowledge of relevant manuals and procedures must be maintained and selecting appropriate guidelines for independent determinations or resolution.
