University of Texas at Austin Procurement Strategic Sourcing team
is seeking an energized candidate who has expertise in the
planning, execution, negotiations, and relationship management of
strategic sourcing for goods and services necessary to support all
colleges, schools and units. The ideal candidate will have customer
service mindset with a focus on continuous process improvement.
This position will review and approve purchasing requisitions,
specifications and statements of work, draft and create formal and
informal solicitations, draft and negotiate contracts and purchase
orders, and shall be responsible for the entire procurement
process. The selected individual will be responsible for
maintaining direct communication with campus clients and suppliers
and ensuring proactive involvement throughout the procurement

position.PurposeResponsible for the strategic procurement and
management of raw materials, components, and supplies necessary for
the manufacturing and production process. This includes sourcing,
negotiating, and establishing supplier agreements to ensure supply
chain efficiency, cost-effectiveness, and compliance with industry
standards. Collaborates closely with engineering, operations, and
logistics teams to optimize inventory control and mitigate supply
chain risks.Responsibilities
- Procurement & Supplier Management: Solicitations: The position
will create, issue, and manage the entire procurement process from
issuance of the solicitation through execution of purchase order or
contract, and including the post award contract life cycle.
Purchase Orders/Contracts: Review, analyze, and approve purchase
orders including service agreements based on production forecasts
and operational requirements, including specifications, quantities,
and delivery deadlines. Identify, evaluate, and onboard suppliers,
negotiate pricing, terms, and delivery schedules to meet production
demands. Develop and maintain supplier relationships to ensure
quality control, performance standards, and compliance
requirements. Will work closely with TIE procurement team members
to track purchase orders, Identify cost-saving opportunities
through supplier negotiations, alternative materials, and supply
chain efficiencies. Generate reports on purchasing activity,
supplier performance, and cost savings. Address and resolve supply
chain disruptions, including delays, quality issues, and pricing
fluctuations.
- Logistics & Inventory Management: Oversee shipping and
logistics operations, including coordination with freight
forwarders for the delivery of specialized capital equipment.
Collaborate with engineering and operations teams to implement or
develop an inventory tracking system to optimize warehouse storage,
material flow, and replenishment processes. Develop strategies to
prevent overstocking or shortages, aligning procurement with
production needs. Manage logistics and delivery schedules for raw
materials, expediting critical orders as necessary to prevent
production downtime.
- Compliance & Documentation: Ensure procurement processes align
with departmental, university, state, and federal policies and
procedures. Maintain accurate procurement records, contracts, and
supplier agreements, ensuring compliance with document retention
policies. Implement best practices in procurement, logistics, and
supplier management.
- Training & Process Improvement: Provide procurement training
and guidance to internal teams as needed. Act as backup to team
members and assist with cross-functional tasks as directed by the
supervisor. Participate in process improvement initiatives and
contribute to cost-reduction initiatives.
- Perform other related functions as assigned.Required
Qualifications
- Bachelor's degree and experience in business, supply chain
management, or a related field with at least 3 years of relevant
experience or a high school diploma/GED with at least 7 years of
experience in procurement, preparation of contracts, competitive
solicitation processes, supply chain management, inventory,
logistics, and/or market trend analysis.
- Demonstrated ability to manage multiple tasks and set
priorities and objectives.
- Proficiency with Microsoft Excel and Word programs.
- Experience interpreting policy and implementing
procedures.
- Analytical and problem-solving skills
- Excellent written and oral communication. Professional
demeanor, and excellent customer service skills.
- Demonstrated time management, critical thinking, and
organizational skills.
- Demonstrated ability to take the initiative and work both
independently and as a team member without day-to-day supervision;
ability to work under pressure, while maintaining a high level of
accuracy and attention to detail.

- More than the required education and two years of progressively
responsible experience and active professional purchasing
certification. Examples: Certified Texas Contract Developer (CTCD),
Certified Texas Contract Manager (CTCM), Certified Professional in
Supply Management (CPSM), Certified Purchasing Manager (CPM),
Certified Professional Public Buyer (CPPB), Certified Public
Purchasing Officer (CPPO).
- Note: Minimum of one (1) professional purchasing certification
must be attained within twelve-month period of appointment to the
position. Once, attained, certification must be maintained
active.
- Experience with analyzing production schedules and sales
forecasts to accurately predict required raw material
quantities.
- Understanding of manufacturing processes and the ability to
interpret production schedules and material requirements.
- Familiarity with State of Texas or UT Austin procurement
policies and procedures.
- Experience using electronic accounting and work management
systems to process web-based documents. Familiarity with Jaggaer or
similar source to pay system.Driving RequiredThis job requires a
class "C" operator's driver's license. The applicant selected must
provide a current three year driving record from the current state
