Workplace, is seeking a Rulemaking Team Project Lead (Program
Specialist V) to join the Agencys Rulemaking Team. This is a
full-time remote-working position.

WHAT YOU WILL DO:
The Rulemaking Team Project Lead performs advanced (senior-level)
consultative services and technical assistance work. Work involves
serving as the project lead for Agency rule projects; developing
individualized rule project timelines; facilitating rule project
team kickoff meetings and allocating responsibilities to each rule
team member; maintaining a dedicated rulemaking SharePoint site for
internal/external users; providing trainings to rulemaking liaisons
and rule project team members on TWCs rulemaking process to ensure
compliance with current procedures and roles/responsibilities; and
performing other duties as assigned. Works under limited
supervision, with considerable latitude for the use of initiative
and independent judgment.
YOU WILL BE TRUSTED TO:
-Serve as project lead for all Agency rulemaking projects
-Coordinate with staff throughout the Agency and guides the
rulemaking projects through the rulemaking process
-Prepare and format the electronic rulemaking documents for
executive and Commission office briefings and for action at
Commission meetings
-Create and manage timelines for rulemaking projects to ensure that
the projects stay on track and milestone dates are met
-Coordinate rule project team formation and facilitates project
kick-off meetings and other project team meetings as needed
throughout the rulemaking process
-Monitor rule project progress to ensure that tasks are completed
by the project rule team members by established deadlines
-Maintain rulemaking project SharePoint site for tracking rule
project progress and collaboration with project rule team members
and management
-Provide training for the Agencys Rule Liaisons on the Agency's
rulemaking process and maintains material for project rule team
meetings defining roles and responsibilities of team members
-Perform other related duties as assigned
YOU ARE A GREAT FIT WITH:
-Knowledge of state agency rulemaking and ability to interpret
administrative rules, regulations, policies, and procedures
-Experience in utilizing SharePoint and maintaining an existing
SharePoint site
-Experience in the general use of Excel
-Experience in the Texas legislative process and the analysis of
House and Senate bills
-Experience in coordinating and managing projects
-Competence in coordinating and managing multiple projects over
several months in duration
-Ability to deliver high quality work with great attention to
detail and accuracy
-Ability to communicate effectively and train others
YOU QUALIFY WITH:
-Graduation from an accredited four-year college or university plus
two years of full-time experience in the development,
implementation, or interpretation of policies and procedures in a
public or private agency.
-One year of full-time experience may be substituted for each year
(30 semester hours) of education.
-Experience and e ucation may be substituted for one another.
