COX-McLAIN Environmental Consulting, now Stantec, is seeking an Stantec is seeking a Senior Environmental Planner to join our Impact Assessment, Permitting, and Compliance Practice in Texas or Oklahoma. The position is to be based out of our Austin, Houston, Irving, Oklahoma City or Tulsa Office; geographic alignment with other Stantec offices may be considered based on experience. As a Senior Environmental Planner, you will leverage your environmental and land use planning expertise in the management and delivery of a wide range of linear infrastructure projects that may be broad, varied and diverse in scope, including transportation, water/wastewater and communications projects. You will apply your skills and experience to perform a variety of tasks which may include research, data analysis, technical writing, reporting, and permit application development in addition to leadership opportunities within the planning and public involvement group. Your Key Responsibilities Execute multiple projects in a technical capacity on multiple projects, which may include transportation, such as bridge rehabilitation/replacements, roadway improvements, managed lanes projects, safety improvements, and transit; water/wastewater; and communications projects. Lead in project environmental constraints identification and impact analyses, preparing NEPA Technical Reports such as community impact assessments, environmental justice and limited English proficiency analysis, parks and recreational resources analysis (including Section 4(f) evaluations), indirect and cumulative impacts assessments, feasibility studies, public involvement support, other planning and coordination for a wide range of infrastructure projects. Manage the delivery of task orders under TxDOT or ODOT on-call contracts, other federally funded projects such as HUD, city and county agency infrastructure projects through local governments, demonstrating strong working knowledge of NEPA environmental review processes. Author and manage projects in coordination with multi-disciplinary teams consisting of internal technical staff, as well as subcontractors, in all phases of the execution and delivery of environmental compliance and permitting requirements for a wide range of infrastructure projects. Demonstrate an excellent understanding of the project delivery requirements for transportation projects, including Federal Highway Administration, Federal Transit Authority, TxDOT Environmental Toolkits, and ODOT processes. Support Stantec's Planning and Public Involvement Program in delivering a wide range of task orders for current contracts. Qualifications Your Capabilities and Credentials 5-10 years of experience performing environmental planning and permitting work for Texas and Oklahoma transportation clients, including local agencies such as cities, counties, and mobility authorities. 10 years of experience performing environmental planning and permitting work for linear infrastructure projects. Excellent research, analysis and reporting abilities. Focused on detail-orientation skills and capable of managing large data sets. Self-starting, team-oriented professional with excellent written and communication skills that can manage multi-disciplinary teams comprised of internal staff and subcontractors. Proficiency with review and analysis of socioeconomic data, maps, and drawings. Experience with permitting and NEPA. A collaborative, resourceful, and entrepreneurial mindset matches well with the needs of this position. Position requires demonstrated skill in project and budget management, and commitment to QA/QC practices. The candidate must have excellent research, analytical, and writing/communication skill plus attention to detail and commitment to quality and professionalism. Preferred (please note any expertise with the following): NEPA experience strongly preferred. GIS mapping for socioeconomic analysis strongly preferred. CWA 404/401 permitting a plus. Ability to identify opportunities and build relationships with clients. Bilingual proficiency (especially Spanish). Working knowledge of agencies including USACE, TPWD, TxDOT, FERC, FHWA, FRA, FTA, FAA is strongly preferred; Team leadership experience preferred. Education and Experience Required: BA/BS degree in Urban, Regional or Environmental Land Use Planning, Environmental Science, Environmental Studies or a related field. 10 years of experience. Strongly Preferred: Master's degree in Urban, Regional or Environmental Land Use Planning, Environmental Science, Environmental Studies or a related field. This position works in both field and office settings. Project field work may include exposure to the elements including inclement weather, remote locations, summer heat, rough terrain; as well as bending, stooping, carrying field equipment, standing, and walking for extended periods of time. Office work entails extensive computer work and proficiency with MS Office programs.
