Purchaser III

Performs complex (journey-level) purchasing and procurement related work involving the purchase and procurement of commodities and services. May review and assign completed and approved requisitions to the appropriate sourcing teams. Maintains records of items purchased, received, prepared, and issued. Works under general supervision with moderate latitude for the use of initiative and independent judgment following HHSC and PCS policies and procedures, and laws governing state purchasing. Essential Job Functions:

Essential Job Functions: (50%) Assists with procurements using the most applicable and cost effective purchasing methods based on laws, rules, policies and established guidelines. May assist with coordinating requisition assignments to purchasing teams. Receives and tracks vendor responses to solicitations and distributes responses to the assigned buyers. Assists with identifying provider resources and evaluating information supplied by bidders. May assist with processing requisitions in an automated environment, including reviewing requisitions for completeness and compliance with applicable requirements. May assist with researching vendors for products and services. Assists with monitoring legal and regulatory requirements pertaining to purchasing. Maintains all required documentation supporting transactions. Uses automated procurement systems.

(20%) May prepare and distribute procurement documents to vendors. May assist with reviewing and tabulating bids. Works with management, requesters, subject matter experts, stakeholders, agency staff, and other purchasing staff to resolve purchasing related issues. May assist with preparing, reviewing, releasing and tracking purchase orders (POs) based on requesters' needs. Responds to phone and e-mail inquiries from requesters and other staff regarding the status of requisitions, POs and the delivery of goods or services.

(20%) Assists with preparing, reviewing, processing and tracking solicitations and purchase orders. May assist with preparing, reviewing and maintaining purchasing and procurement reports.

(10%) May assist with supporting Historically Underutilized Business (HUB) outreach and participate in procurement related events. Performs other duties as assigned, such as participating in or providing support for the agency's disaster response and recovery obligations or Business Continuity Plan activation.

Knowledge Skills Abilities:

Knowledge of purchasing and procurement methods and procedures, of state procurement principles and practices, of assigned commodities and products on the open market, of supply sources, and of the principles of business administration and accounting. Skill in problem solving and in the use of a computer and applicable software. Ability to perform arithmetical computations, to evaluate bids, to develop methods and procedures for locating supply sources, to maintain a system of record keeping, to maintain effective working relationships with vendors and suppliers, to communicate effectively, and to provide guidance to others. Registration or Licensure Requirements:

Must acquire CTCD certification within 6 months of hire date. Initial Selection Criteria:

1 year experience in procurement of goods and/or services is preferred. High school diploma is required. Graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field is generally preferred. Experience and education may be substituted for one another. Current CTCD Certification preferred. Additional Information:
