Your Role and Responsibilities
Using deep understanding of Army PPBES/POM processes, TAA and
Force Management processes, and the composition and
responsibilities of the Army Staff, the GFIM Operations Manager
coordinates all activities of GFIM program from system availability
and reliability to complete implementation and government utility.
The GFIM Operations Manager has responsibility to provide daily
interaction with Government Client and additional Government
stakeholders, users, and personas/agents.
Key Functions and Responsibilities
Aid in client use, utility, and integration of GFIM platform for
Know and understand all contract requirements, service level
agreements (SLAs), CLINS, and deliverables on contract and ensure
Provide/Ensure continuous interaction with Program Manager,
Client Executive, IBM IT Architects, IBM IT Security, and other
Technical Directors, sub-contractors, etc, with system
responsibility to ensure system/platform availability and SLA
Participate in client meetings, operations, and facilitate Army
operations, understanding of the system, data, etc, and task
accomplishment by client users, starting with the Army G-3/5/7
staff, and to include FORSCOM, ASCCs, TRADOC, AFC, and others as
Advise Army staff as required to facilitate GFIM system use and
integration into Army processes, operations, decision briefs.
Provide feedback and program progress reviews to GFIM Client
Executive, GFIM Program Manager, and IBM executive leadership as
Ensure IBM personnel on client site are performing to expected
standards of performance and conduct.
Coordinate with the client on all matters from system
implementation to client functional improvements, needs, and system
output, user experience, and any other matters of client
Maintain an issues resolution log, a daily operations report,
and POAMs for any issues requiring more than 24 hours to resolve.
Report any system or contractor shortcomings, issues, etc, with
recommendations or solution plans and actions.
Establish and maintain a GFIM program Critical Information
Requirements Report (CIRR) for review and implementation NLT six
months prior to "Production Contract" and full system
Establish GFIM playbook and reports matrix and format for CIRR
notification and response mechanisms.
Be prepared to support additional IBM client engagements,
programs, etc, to support IBM business and to provide additional
opportunity to support DoD challenges.
Support GFIM demonstrations to Government officials as
- Participate in GFIM Software Engineering Program (SEP) events,
incremental updates, requests from the client for enhancements, and
any other events that involve potential changes to the
Required Technical and Professional Expertise
- TS/SCI Security Clearance
- Demonstrated knowledge and minimum 3 years POM/PPBES and Army
Force Management (TAA, ACP, etc) experience.
- Demonstrated knowledge of the Army Staff, The Secretariat, and
the annual Army Force Management processes.
- Ability to work with various stakeholders, functional and
technical, military, civil servants, other contractors.
- Demonstrated ability to maintain schedules, reporting, tracking
to create and manage GFIM CIRR.
Preferred Technical and Professional Expertise
- 5 years or more working inside the Army Pentagon offices.
