Responsibilities

WHAT IS THE HUMAN CAPITAL OFFICE (HCO) DIVISION? The HCO mission is to make IRS an employer of choice and a leader in human capital planning and management. It develops strategies and tools for recruiting, hiring, developing and retaining a highly skilled and high performing workforce to support the IRS mission.

WHAT DOES A HUMAN RESOURCES ASSISTANT (HRA) DO? As an HRA, you will assist in an administrative role in the delivery of a full range of learning and education delivery services within the Enterprise Talent Planning and Development (ETPD) organization. You will perform a variety of duties in support of training classes, instructor teams, customers, and coworkers to ensure training classes are effectively delivered. Your responsibilities will include various tasks in support of human resource development activities, including ensuring training classes are properly recorded in the Integrated Talent Management - Learning Module (ITM-LM) system. You will assist coworkers and managers in supporting programs and local/national customers.

As a Human Resources Assistant (HR Development), you will:

* Assist specialists with support of instructor teams and training events (in either classrooms or virtual environments).

* Maintain control records for correspondence and work assignments, establishing and following up on suspense dates.

* Provide assistance and administrative support to specialists in the workgroup, gather and analyze automated or manual data, and apply knowledge of training operations and systems.

* Use automated training systems to input, update, and retrieve data; gather data and generate reports; and research and locate information.

* Gather, maintain, and analyze automated or manual data on training courses, materials, or programs and make recommendations for changes or other appropriate actions to achieve improvements in employee performance through training.

* Take appropriate action to correct deficiencies and identify and elevate systemic problems with automated systems such as Resource Scheduler, ITM-LM, KISAM, etc.

* Perform error resolution to resolve systemic and individual training issues reported via ERC Tickets by researching and updating ITM-LM as necessary with appropriate documentation.

* Provide advice and information on education and training matters to managers, employees, instructors, and contractors.

* Analyze workflow issues and recommend solutions/changes to processes and procedures.

* If supporting training in classrooms, ensure classrooms are set up with appropriate equipment, course materials, and supplies. Lift boxes, materials, supplies, and move equipment/furniture.

Qualifications

You must meet the following requirements by the closing date of this announcement:

GS-5 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal Service. Specialized experience is experience demonstrating a knowledge of standard procedures and requirements related to an assigned human resource management function(s) to perform a variety of clerical duties that support the assigned function(s). Examples: Maintaining position description books, classification standards, and files; Providing routine information to managers and employees on various human resources issues; Reviewing requests for personnel actions and position descriptions for format, completeness, and consistency; Providing support work to others managing programs (e.g. training programs, education programs, etc); Participating in preparing course materials for printing and distribution; and preparing vacancy announcements for review for less complex positions. OR

You may substitute education for experience as follows: A Bachelor's degree or 4 years of education above high school in any field of study from an accredited college or university.

For Grades 5 : You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

GS-6 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal Service. Specialized experience is experience demonstrating knowledge of and skill applying an extensive body of human resources management rules, procedures and operations pertaining to the specific functional assignment. Knowledge of and skill using various computer equipment and software equipment to prepare documents, input data, compile and generate reports and monitor administrative controls. Examples: Preparing vacancy announcements; Screening applicants against minimum experience and educational requirements; Reviewing position descriptions for format, completeness, and consistency; Reviewing or processing requests for personnel actions; Gathering data and preparing reports and documents; Providing information to managers and employees on various human resources issues; Researching, correcting, and validating pay transactions; and utilizing office automation and various program applications in order to research information.

GS-7 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-06 grade level in the Federal Service. Specialized experience is experience demonstrating knowledge of and skill applying, a comprehensive body of human resources management rules, procedures, and technical methods pertaining to the specific functional assignment. Knowledge and skill using various computer equipment and software equipment to prepare documents, input data, compile and generate reports and monitor administrative controls. Examples: Preparing vacancy announcements; Screening applicants against minimum experience and educational requirements; Performing classification reviews of clerical and paraprofessional positions; Providing information to managers and employees on various human resources issues (e.g., employee benefits, labor relations, staffing, recruitment, position classification, worker's compensation, etc.); Utilizing office automation and various program applications in order to research information; Utilizing personal computers to gather, maintain and compile statistical data on performance development activities; Participating in course development activities such as gathering data and conducting limited task analyses and preparing reports; and utilizing personnel and payroll systems to affect a variety of personnel and pay actions.

* The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. * To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.
