Position Summary

Leads the Commercial Bidding Department’s estimating team, collaborates with Commercial Director and Business Directors to identify future opportunities and new markets, and assists in maintaining and developing client relations. Manages the full cycle proposal process ensuring timely submittal to client, develops bid success strategies, and prepares Investment Proposals by studying proposals requests, specifications, related documents, and identifying labor, material, equipment, and subcontractor requirements.

Primary Duties and Responsibilities

Lead estimating team in the process of developing bid proposals. Lead bid proposals as necessary. Collaborates with Commercial Director and Business Directors to identify future opportunities and new markets. Assists in managing new and existing client relations Computes costs and financial estimations, by projecting costs for labor, materials, equipment, subcontractors, and analyzing schedule requirements. Resolves discrepancies by collecting and analyzing information. Presents prepared estimation to Commercial and Business Directors, and upper management personnel. Prepares special reports by collecting, analyzing, and summarizing information and trends. Maintains historical cost data base. Maintains technical knowledge by attending educational workshops; reviewing technical publications. Contributes to team effort by accomplishing related results as needed. Leading a team using FSNA values and competancies Perform all other duties as assigned

Knowledge, Skills & Abilities

Effective team management. Clients relations management. Cost estimating, planning/forecasting, reporting research results, attention to detail, communicating with others, and bid requirements analysis. Ability to communicate effectively with internal departments and clients. Financial Analysis knowledge and understanding. Ability to calculate and project financial costs and figures. Ability to multitask, use resources effectively and meet scheduled deadlines. Advanced experience with Microsoft Office 365, including Excel, Word, Teams, Planner, Project, Dynamics. Ability to provide timely estimation data for bid proposals, therefore the ideal candidate must work well under pressure and demonstrate agility and strong time management. Strong attention to detail and accuracy. Strong written and verbal communication skills. Must have the ability to manage concurrent projects while managing and developing diverse proposal development teams operating under stringent deadlines. Education and Experience

Bachelor’s Degree within Civil Engineering (will consider other Bachelor's degrees, if candidate has several years of immediate O&M industry experience) Minimum of 5+ years’ experience in a related Estimator position Operations & Maintenance experience within infrastructure projects (i.e. post-construction) Financial knowledge and estimation experience, to provide clear cost projects and analysis Experience in similar related infrastructure work will be considered, as long as candidate possesses operations & maintenance experience in bidding estimations

Work Conditions/Physical Demands

Safety comes first! Required to complete work in a safe, efficient and accurate manner. This person will operate in a stationary position for significant portions of the day. Constantly operates a computer and other office productivity machinery, such as calculator, copy machine, and printer. Primarily within climate-controlled internal office environment working under normal office conditions. Travel may be required on a routine basis.
