Program Specialist V
Under the general direction of the Group Manager, serves as the
team lead in the Continuing Quality Improvement (CQI) Group.
Performs highly advanced program monitoring, evaluation and
technical assistance of tuberculosis (TB) prevention and care
activities including Hansen's disease across the State of Texas
with a focus on performance measures, the essential components of a
TB program, and process improvement strategies. Develops,
implements, and evaluates program evaluation systems statewide for
the Hansen's disease and TB Programs. Responsible for implementing
and monitoring progress in meeting strategic initiatives.
Responsible for the integration and assessment of evaluation
procedures and outcome measurements at the regional and local
levels. Provides consultative services and technical assistance to
local health departments and public health regions to conduct needs
assessments within their jurisdiction. Assesses statewide
performance to meet program goals and objectives. Develops
guidelines and techniques to enhance program evaluation skills and
competencies of Hansen's disease and TB program staff throughout
the State of Texas. Provides technical guidance and training on
program evaluation strategies. Coordinates CQI activities across
the State of Texas. Uses outcome data to develop strategies to
enhance program operations. Prepares special reports and
correspondence. Assesses training needs and provides technical
assistance to regional and local health departments to enhance TB
program design and performance within the framework of the
essential components for tuberculosis control and prevention. Work
is performed with latitude for the use of initiative and
independent judgment. Represents the State on program evaluation
workgroups coordinated by the Centers for Disease Control and
Prevention (CDC). Essential Job Functions:
Attends work on a regular and predictable schedule in accordance
with agency leave policy and performs other duties as assigned.
EJF #1 - 25% Performs Team Lead Activities. Provides guidance,
instruction, direction and leadership to the Program Evaluation
Team to meet expectations established by the continuing quality
improvement group manager. Monitors achievements of the team and
reports results to the group manager. Motivates the team to use
their knowledge, skills and abilities to achieve shared goals.
Develops and provides reports to management for administrative
purposes. Develops internal processes to guide team activities.
Acts as a subject matter expert on program evaluation activities.
Works with the team to maintain program evaluation standards and
updates existing program publications as needed. Participates in
conducting various trainings, including webinars, new staff
orientation, etc. to ensure consistent practices statewide. May
participate in the preparation, development, review and/or revision
of legislation affecting the program, upon request of the
supervisor.
EJF #2 - 25% Coordinates and Performs Program Evaluation
Activities: Establishes program evaluation goals and objectives for
the Hansen's Disease and TB Programs. Responsible for implementing
and monitoring progress in meeting strategic initiatives. Develops
and coordinates evaluation activities to assure consistency in the
delivery of Hansen's disease and TB services in the State of Texas.
Works with tuberculosis program managers to assess program design
and performance. Coordinates and performs program reviews and
provides technical assistance to public health regions and local
health departments to assure compliance with tuberculosis program
standards and policies. Responsible for all aspects related to
implementation, monitoring, evaluation and synthesizing of the
program evaluation system. Participates in the implementation of
the TB, HIV, STD Information Systems (THISIS) and assure full
participation among local health departments and public health
regions in using THISIS to enter data and assess program
performance.
EJF #3 - 25% Designs and Coordinates Process Improvement
Activities. Continuously assesses for areas in need of process
improvement and makes recommendations to advance program
operations. Monitors TB programs across the state to assure they
maintain the essential components of a TB program. Works with local
and regional health departments to conduct needs assessments for
each geographic area. Provides technical guidance related to
program evaluation activities to the Branch, Section, regional and
local health departments, and to external stakeholders. Provides
in-service and technical assistance to Program staff and regional
and local health departments regarding process improvement
principles, techniques, policies and procedures.
EJF #4 - 10%. Coordinates and Evaluates Cohort Review Activities.
Responsible for monitoring, evaluating and enhancing the TB cohort
review system in Texas. Serves as the subject matter expert on
designing and enhancing TB cohort review processes across the
state. Collects and analyzes cohort review data, prepares and
submit cohort review findings to regional, local and state TB
program management staff. Participates on regional and local TB
program cohort reviews to assess effectiveness and provide
technical support where needed. Monitors program outcomes in
response to cohort review findings
EJF #5 - 10%. Participates/Leads Program Collaboration Service
Integration Activities. Works closely with the Branch's
Epidemiology and Surveillance teams on program evaluation
activities. Understand surveillance and reporting practices to
guide program evaluation and process improvement activities. Works
with the Binational TB Programs to ensure consistent and
streamlined program evaluation and process improvement
activities.
EJF #6 - 5% Performs Marginal Duties. Performs other duties as
assigned. Participates in continuing operation plans to support
DSHS' in public health response/emergency activities.

Knowledge of local, state and federal laws and regulations relevant
to quality assurance.
Knowledge of principles and practices of public administration and
management.
Knowledge of current social, economic, and public health issues
related to healthcare delivery.
Knowledge of current quality assurance and quality improvement
principles and practices.
Knowledge of strategic planning

Registration or Licensure Requirements:
Valid and current driver's license for the State of Texas Initial
Selection Criteria:
Two or more years work experience in program evaluation /
continuing quality improvement and/or epidemiology.
Bachelor's degree in the social sciences or public health
preferred. Education and experience can substitute for one
another.
Additional Information:
Work schedule: Monday - Friday, 8:00 am - 5:00 pm. If the selected
candidate is internal to HHS, a 7% increase may be applied to the
candidate's current base salary for a promotion, or a 3.4% increase
may be applied to the candidate's current base salary when the
candidate is in the same salary group but has a different class
title and job code. If the candidate's current salary group, class
title, and job code are the same as in this posted position, then
the candidate's base salary remains the same. Agency salary policy,
budget and candidate's qualifications will dictate final salary
