The Delivery Lead position performs supervisory (senior-level)
tasks focused on the delivery of impactful, department-wide, highly
complex projects in a hybrid cloud/legacy enterprise. This is an
exciting opportunity to play a key role in critical IT projects
that impact the lives of citizens. Assigned work involves directing
teams of Product Owners, Developers, and QA Testers. This position
requires a strong technical background and supervisory experience.
Supervises enterprise-level projects. Oversees projects for a
technologically diverse and highly sophisticated technical
workforce including both employees and contract staff.
The Delivery Lead reports to the Director of Administrative
Applications. Works under minimal supervision, with extensive
latitude for the use of initiative and independent judgment.

Attends work on a regular and predictable schedule in accordance
with agency leave policy and performs other duties as assigned.
Directs the planning, design, development, implementation, and
testing of Enterprise IT Solutions which utilize one or more of the
following technologies: Java, .Net, Salesforce, PeopleSoft and
Sharepoint. This position performs department-wide, highly advanced
computer system analysis with a focus on the delivery of complex
enterprise-level projects. (40%)
Oversees and performs the in-depth technical review of proposed
solutions which includes the proposed technology stack,
architecture, roadmap alignment, data strategy, and testing
approach. Also, oversees planning and scheduling of the system
implementation by utilizing/defining department-wide processes.
Coordinates, plans, and schedules project development and
implementation stages. (20%)
Provides oversight, and the preparation, of reports and
documentation required by Project Governance and Leadership.
Develops and oversees strategic planning actions related to HHSC's
Governance program. (20%)
Develops IT Roadmaps and Budgets for review by Leadership.

Knowledge of system-design for the application of current
enterprise technologies for Java, .Net, Salesforce, and
Knowledge of industry best practices for Cybersecurity.
Knowledge of Cloud (AWS, Azure or equivalent), Containers (such as
Docker), Microservices, Service Oriented Architecture, NoSQL Data
Stores, and SQL Data Stores.
Knowledge of manual and automated testing techniques.
Knowledge of Agile (Scrum).
Knowledge of Industry Standard Project Delivery Frameworks which
include project planning, resource allocation, task tracking, and
Knowledge of Jira.
Skill in leading Enterprise Project Teams.
Skill in verbal and written communication.
Skill in troubleshooting enterprise systems.
Skill in writing SQL queries.
Skill in designing Enterprise solutions utilizing current
technologies such as Java, .Net and Salesforce.
Skill in recruiting and selecting staff.
Ability to analyze customer requests.
Ability to write and revise standards and procedures.
Ability to handle multiple projects.
Ability to communicate effectively.
Ability to supervise the work of others.
Ability to create multi-year project plans.
Ability to problem-solve and resolve issues with minimal direction
in order to meet a plan.

None Initial Selection Criteria:
Graduation from an accredited four-year college or university with
major coursework in business or a related field. Appropriate
experience may be substituted for the required education on a
Minimum of 10 (ten) years of experience in supervision of IT
Minimum of 7 (seven) years of experience in the analysis and design
of enterprise systems based in Java, .Net, Salesforce, or
Minimum of 5 (five) years of experience in directing Enterprise
Software Development Project Teams which included Project Managers,
Product Owners, Developers and QA Testers.
Experience with Agile (Scrum) Methodologies.
Experience with SQL.
Experience with hands-on software development.
Experience with Cloud.
Experience with CI/CD.
Experience with Jira.
Experience writing User Stories which include the user request as
well as suitable acceptance criteria.
Experience with database management and proper systems security
Preferred experience with State or Federal IT Project Management
Frameworks and Documentation.
Preferred experience with State or Federal IT budget policies and
