be resident of Texas. General Description The Health Insurance
Benefits Project Manager, Senior performs complexadvanced
(senior-level) project management, research and evaluation, process
re-engineering, and departmental support work for the Health
Insurance Benefits Division. Work involves leading the planning and
management of complex projects from conception through delivery.
The Project Manager demonstrates a growing span of influence,
working across organizational lines while collaborating with
varying levels of team members and leadership. Works under minimal
supervision with extensive latitude for initiative and independent
judgment. Duties and Responsibilities Project Management
Leadsmanage individual enterprise and divisiondepartment specific
projects in collaboration with agency staff, vendors, contractors,
and other State agencies using waterfall, iterative, or agile
methodologies. Types of projects may include software development,
software implementation, infrastructure, business oriented and
other strategic agency efforts as assigned. Develops and documents
project management tools, processes, and procedures for the
agencyrsquos PMO. Establishes and supports project management tools
to complement the PMO. Defines project scope, goals, and
deliverable that support business processes andor project
objectives. Estimates resources and participants needed to achieve
project goals. Manages daily activities of assigned projects,
including communicating project expectations and delegating tasks
and responsibilities to project team members in order to best meet
project objectives. Consistently tracks project milestones and
deliverables and monitors and reports on project status. Identifies
and resolves project issues and conflicts. Plans, schedules, and
prepares project timelines to ensure projects remain on schedule
and within budget. Reviews projects to determine level of
compliance with PMO guidelines. CoordinatesAssists with meetings
for the PMO and assists with vendor contract management. Technology
Research Evaluation Participates as a member or advisor to project
implementation teams. Participates in risk analysis research and
recommends projects to mitigate findings. Compiles and analyzes
data, and prepares, presents andor distributes routine and ad hoc
reports to agency management and Board of Trustees. Conducts market
research and product evaluations, and develops technical
specifications, requests for offer (RFOs), requests for information
(RFIs), and requests for proposals (RFPs) for the purchase of
information systems and project management products and services.
Process Re-Engineering Defines and recommends processes and
procedures to facilitate better service deliver to agency
constituents and staff, and to align technology with agency goals
and objectives. Assists with on-going process improvement efforts.
Provides training and advice to agency management and staff.
Analyzes and recommends improvements to legacy business processes
both technical and non-technical. Departmental Support Assists
overseeing staff assigned to projects, including planning and
assigning work, and providing input for hiring and performance
evaluations. Leads or participates on special projects and
committees as assigned. Performs related work as assigned Minimum
Required Qualifications Education Bachelorrsquos degree from an
accredited four-year college or university. High School diploma or
equivalent and additional full-time experience in project
management, systems analysis, or related technical experience may
substitute for the required education on a year-for-year basis.
Experience Six (6) years or more of full-time project management,
systems analysis and design, software development, or related
experience, including experience managing large complex projects
and utilizing a defined project management methodology.
Registration, Certification, or Licensure None. Preferred
Qualifications Bachelorrsquos degree in Project Management,
Management Information Systems (MIS), or Business. Experience
managing medium to large projects. Experience working in a Texas
state agency and with preparing Texas Project Delivery Framework
documentation. Experience managing large scale projects in the
healthcarehealth insurance industry. Experience managing large
procurement projects. Experience developing SOWrsquos for RFORFPs.
Information Technology Infrastructure Library V3 (ITIL V3). Project
Management Professional (PMP) Scrum Master Certification (CSM)
Knowledge, Skills and Abilities Knowledge of Project portfolio
management principles and practices and project management software
tools such as MS Project, Project Server, andor Microsoft
SharePoint. Microsoft Office Suite with a high proficiency in
Excel. Software development methodologies and lifecycles. Agile
practices. Skill in Project planning and management. Leading
project teams and organizing, directing, and motivating staff to
meet project goals and objectives.
