Job Description:

General OverviewAt a senior level, performs payroll and reporting activities to ensure compliance with state, federal and local regulations and company policies. Analyzes, calculates and processes payroll and accounting transactions. Compiles payroll data and statistics to ensure accurate employee and company payroll records. Ensures accurate and timely processing of all payroll functions and provides expertise in the areas of payroll and financial accounting. Serves as a liaison between end users of the HR/Payroll PeopleSoft application, the time and attendance application and technical staff to ensure functional and efficient use of computer systems that support business processes. Utilizes system knowledge and experience but is still building higher-level system knowledge and skills. Serves as functional lead for upgrade and system enhancement efforts. Develops and provides direction for other payroll staff. Advises management on impact of new payroll regulations and system changes. This position utilizes in-depth knowledge of best practices and experience in own discipline to provide and improve services. Takes a new perspective to solve complex problems. Works independently and receives minimal guidance.Serves as a liaison between end users of the HR/Payroll PeopleSoft application and the time and attendance application and technical staff to ensure functional and efficient use of computer systems that support business processes. Serves as functional lead for upgrade and system enhancement efforts. Leads testing of system enhancements, tax bundles and upgrades.Works closely with payroll staff to identify need for system revisions, formulates system requests and recommendations and analyzes post-implementation results of system changes.Develops and provides direction for other payroll staff.Assists in advising management on impact of new payroll regulations and system changes.Prepares special reports for upper management.Provides support for payroll strategy, planning and communication.Assists in processing of bi-weekly and off-cycle payrolls. Determines and corrects out-of-balance conditions. Reviews and ensures accurate computation of pay within company policies and government regulations affecting payroll procedures.Updates employee payroll records. Makes or ensures that changes affecting net wages such as payroll taxes and other deductions, miscellaneous payments, insurance coverage and direct deposits are accurately made in the payroll system.Coordinates with human resources to ensure staff makes appropriate adjustments to pay when employees are on military or disability leave.Assists with the maintenance of employee garnishments and levies.Assists with tax payments processes.Processes terminations.Prepares employee-benefit related vendor invoices.Reviews employee-benefit related vendor invoices prepared by others.Inspects automated system output, such as registers and standard reports.Prepares general ledger entries. Performs tasks to ensure accurate posting from sub-ledger to the general ledger.Coordinates preparation of special schedules requested by external auditors.Coordinates responses to inquiries from internal and external auditors.Assists with reconciling payroll related general ledger accounts.Reviews reconciliations prepared by others for payroll related general ledger accounts.Coordinates with human resources to resolve benefit administration issues.Documents and updates procedures.Accumulates and organizes information to ensure that payroll related amounts are reported to all required governmental agencies. Reviews federal and state reports.Researches and advises on Internal Revenue Service and Fair Labor Standards Act compliance issues.Prepares and creates standard and ad hoc reports.This general overview only includes essential functions of the job and does not imply that these are the only duties to be performed by the employee occupying this position. Employees will be required to follow any other job-related instruction and to perform any other job-related duties requested by supervisor or management.Minimum QualificationsNine or more years of experience in payroll or accounting, including five or more years of experience in payroll using automated payroll and time and attendance systems. A degree(s) in accounting or relevant field may be substituted per LCRA guidelines for certain years of experience.
