Under the general supervision of the IDD & Behavioral Health Services Portfolio Director, the Software Solutions Architect provides advanced technical oversight of the daily and long-term functional activities related to the daily operations/maintenance, design and implementation of software within the portfolio. Additionally, the position will also support multiple program business process analysis and enhancement projects. This position requires an understanding of public health information collection and exchange business processes, various architecture disciplines including; business, infrastructure, applications, data and security with infrastructure and technology best practices. Will perform highly advanced senior level analysis of complex business processes to design technical system solutions that meet customer requirements. This position is classified as a fulltime position (40 hours a week) with remote work available. Work outside of regular hours may be required. Travel to other work location may be required. Performs other duties as assigned. Essential Job Functions: Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. (30%) Oversees the architecture for portfolio functional projects that support internal and external processes, functions and operations upgrades, statewide and interagency interfaces, state and federal audits, data analysis applications for integrated systems; manages work plans, schedules, daily project tasking as well as overall system design. (15%) Leads the development of functional specifications of business processes, fixes and enhancements for portfolio applications. (10%) Oversees the proper direction for the architectural design, planning, production support, and customer services for custom software systems, existing production & development applications, and statewide and interagency interfaces. (10%) Leads the work efforts of functional analysts/developers to accomplish system design needs, development, implementation, debugging, performance enhancement and ongoing system maintenance. (10%) Formulates business policies, procedures, and standards consistent with the agency standardization efforts within HHS and provides on-going communications and coordination with the program areas and subject matter experts to resolve issues or potential issues while promoting adherence to sound development standards and solutions. (5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Knowledge Skills Abilities: Knowledge of software development lifecycle phases. Knowledge of various requirements gathering techniques. Knowledge of configuration management concepts and tools. Knowledge of software usability concepts. Knowledge of architecture in UIX applications, infrastructure, data, security, virtualization, and modernization. Knowledge in Azure DevOps, MS Teams Foundation Server, Visual Studio or similar Knowledge in Micro Focus Unified Functional Testing (UFT), Selenium or other similar test automation tools Knowledge of full systems development life cycle and methodologies. Knowledge of laws governing the protection of PII and PHI. Knowledge of complex configuration management concepts and tools and software usability concepts; including the common design practices/standards associated with compliance to application accessibility (i.e.508, JAWS etc.). Skill in developing applications in two (2) or more of the following development platforms: Front End: C#, Visual C++, VB.NET,ASP.NET Back End: MS BizTalk, 835/837 EDI transactions Skill in industry standards for database development including stored procedures, table design and constraints in an Oracle environment. Skill in building and supporting mission critical applications, running in a highly distributed manner. Skill in analytical and problem-solving skills. Skill in designing and implementing software utilizing a Service Oriented Architecture. Ability to work on a software development team, providing technical leadership/guidance/mentorship (direction setting, consensus building, conflict mediation, diplomacy, etc.). Ability to work with multi-tier system development. Ability to communicate well both verbally and in writing. Ability to facilitate meetings with multiple customers and technical staff, including building consensus and mediating compromises when necessary. Ability to provide excellent customer service. Ability to plan and break down a task into sub-tasks and estimate the effort to perform the work. Registration or Licensure Requirements: Desired Microsoft Azure Certification, OMG Certified UML Professional 2, or similar Initial Selection Criteria: Graduation from a four-year college or university with a major in Software Engineering, and/or Computer Science. May substitute direct work experience on a year-for-year basis. Minimum of ten (10) years' experience as an Information Systems Architect or ten (10) years' experience as a Software developer or similar job function with at least Three (3) of the ten (10) years performing Information Systems Architect duties.
