General description Performs advanced (senior level) computer systems analysis work. Work involves analyzing user requirements, procedures, and problems in the planning, development, and implementation of required code modifications to CAPPS and other statewide financial systems to ensure mandated processes and procedures are performed as and when required. Work requires collaboration with other divisions within the Comptroller's Office, other state agencies and institutions of higher education. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.

Qualifications:

Minimum Qualifications

  • Graduation from an accredited college or university with a bachelor's degree.
  • Three years of experience with system processing/support or systems analysis work in any one or combination of the following: Human Resources Time and Labor Position Management Payroll Performance Management Learning Management Talent Acquisition Management and/or Employee/Manager Self-Service Systems

    Preferred Qualifications
    • Graduation from an accredited college or university with a bachelor's degree in Business, Public Administration, Communications, Computer Science, Computer Information Systems, or Management Information Systems.
    • Developing requirements, analyzing, designing, developing, testing and implementing components of the Comptroller's statewide financial systems (Centralized Accounting and Payroll/Personnel System, Human Resource Information System, Standardized Payroll/Personnel Reporting System, Uniform Statewide Payroll/Personnel System, Texas Identification Number System, State Property Accounting System and Uniform Statewide Accounting System).
    • Experience working with Texas state government processes, policies, and procedures, including but not limited to:
    • Expertise as a CAPPS functional core user or super user in HR, Benefits, and Position Control.
    • Familiarity with benefits reconciliation, and data interfacing to external systems including ERS and TRS.
    • Strong working knowledge of personnel actions and related reason codes.
    • Experience using the Standardized Payroll/Personnel Reporting System (SPRS).
    • Knowledge of DOL rules pertaining to FMLA, Parental Leave and Military Caregiver Leave.
    • Experience running ad hoc HR processes.
    • Analysis and processing of HR, Benefits, or Position Control reports.
    • Understanding of retroactive transactions and activities requiring a Letter of Authorization (LOA).
      • One year of experience as a CAPPS Level 1 support staff working with PeopleSoft Human Resource/Payroll or Financials modules, version 9.2 or higher.
      • Experience creating training curricula, conducting training classes, and evaluating training classes or programs.
      • Experience participating in large projects. Substitutions One additional year of experience with system processing/support or systems analysis work in any one or combination of the following:
        • Human Resources
        • Time and Labor
        • Position Management
        • Payroll
        • Performance Management
        • Learning Management
        • Talent Acquisition Management and/or
        • Employee/Manager Self-Service Systems may substitute for thirty semester hours of educational with a maximum substitution of 120 semester hours (four years).

          • Certified Public Accountant (CPA)
          • Certified Payroll Professional (CPP)
          • Professional in Human Resources (PHR)
          • Society of Human Resource Management-Certified Professional (SHRM-CP)
          • Society of Human Resource Management-Senior Certified Professional (SHRM-SCP)
          • Senior Professional in Human Resources (SPHR) In this role you will the following: Knowledge of:
            • Software development life cycle methodology.
            • Software change control processes.
            • Structured query language.
            • Human resources, payroll, and accounting processing procedures. Skill in:
              • Performing business or systems analysis using a defined methodology.
              • Identifying and analyzing resources needed and actions to be taken to ensure division needs are met with a quality product.
              • Prioritizing, identifying and communication project resources and updates needed to complete multiple projects concurrently within scheduled deadlines.
              • Effectively conveying information and encouraging an exchange of ideas. (Communication)
              • Identifying, defining, and solving problems. (Problem Solving) Ability to:
                • Willingly share information and expertise with others.
                • Identify and communicate personal training and development needs to supervisor with personal development plan at the beginning of each appraisal cycle; attend, apply and share training information with section personnel.

                • Meet the needs and expectations of internal and external customers. (Customer Service)
