Effectively manage and be directly responsible for all operations and personnel by implementing and maintaining systems and procedures which facilitate market positioning, ensure company competitiveness, and provides that homes are built in accordance with quality, budget, and cycle time standards. Duties and Responsibilities: (Including but not limited to) Recruit, interview, and hire all construction, warranty, purchasing and architectural personnel through the Company recruiting and hiring program. Establish dress code for construction personnel. Ensure the thorough training of all personnel per Company’ policies and procedures for homebuilding activities. Conduct annual and semiannual growth reviews with direct reports as required. Make determinations and set criteria on compensation and incentives to be given to construction personnel. Keep incentive criteria plans clear and simple to understand. Produce and monitor monthly management reports on pertinent employee data (customer satisfaction, cycle time, cost, etc.). Resolve any employee questions or issues and handle performance problems as necessary. Handle personnel terminations after reviewing information. Plans and Designs Work with the product development group to produce plans and/or corrections within established time frames. Review and ensure the accuracy, completeness and structural integrity of all plans with appropriate personnel. Standardize all plans to the maximum extent possible. Work with other team members and managers to continually value engineer all plans and make recommendations for improvements or changes. Start Process Monitor construction activity to ensure homes are started within the established parameters for both pre-sold and speculative homes. Track and monitor Prestart Cycle Time performance. Establish a written Prestart Cycle Time process that should adjust with sales pace to meet division requirements. Scheduling Constantly monitor the construction personnel’s use of Dynamic Builder to ensure they are utilizing it properly. Continually evaluate the effectiveness of the schedule templates and make recommendations for improvements. Maintain a master schedule and weekly production report for key phases of construction to assist the Superintendents with ensuring contractor availability and even flow construction. Construction and Warranty Cost Establish General Construction budgets and provide general oversight of those budgets to ensure adherence. Continually develop and solicit feedback on ways to reduce construction and warranty cost through both Company and trade contractors. Ensure Construction Personnel are documenting and properly communicating variance data to identify take-off and budget problems. Monitor the correct MLOT process is being followed and costs are updated within 5 business days of start. Summarize and chart variance data provided by Construction Personnel and provide feedback to management regarding ways to eliminate or minimize problems. Ensure warranty costs are captured by item to identify areas for improvement. Quality Control Establish and enforce quality standards for materials, workmanship and the final product. Monitor adherence to all phases of the established quality control system (i.e. in-line inspections, final management quality inspection). Ensure quality of each home to minimize warranty issues. Assist in the resolution of any construction quality issues, which become apparent during the construction and warranty period. Ensure the Division has procedures and guidelines for mold remediation and that those policies are followed. Neighborhood Management Ensure Superintendents maintain the established standards for the neighborhood regarding cleanliness and appearance (i.e. accessibility to homes, erosion control, street cleaning, etc.). Ensure adherence to the company written safety program by all team members and contractors. Ensure Superintendents enforce all job site rules and regulations as stated in contractor agreements. Ensure spec homes are completed and turned over to sales within established construction cycle time. Ensure spec homes are maintained in accordance with division standards. Interact and assist with H.O.A.’s as necessary. Purchasing Assist the Purchasing Manager in ensuring the division is continually networking for and hiring the best contractors in terms of their thinking, quality, value, attitude, and approach to business. Establish and monitor direct and indirect house costs. Control and monitor the purchasing department’s budget. Participate in the development of specifications for equipment, products or substitute materials Oversee vendor, contractor and subcontractor relationships including negotiating contracts, formulating policies and procedures, resolving grievances and ensuring a competent contractor and subcontract force in the division. Review, evaluate and approve specifications for issuing and awarding bids. Define and ensure a complete scope of work is provided to, signed, and understood by each contractor. Solicit feedback and provide support to Construction Personnel for handling contractor conflicts and make final decisions regarding resolution of issues. Ensure new contractors receive proper training in all division policies and procedures. Solicit feedback from contractors on areas for improvement and ways to strengthen the division/contractor relationship. Ensure all contractors are under contract and are current with all insurance requirements. Establish a system to measure contractor performance. Provide trade contractors with pertinent Customer Satisfaction Survey information, and review plan for improvement. Ensure there is a process to recognize and reward superior performance of contractors. Customer Satisfaction Resolve any homeowner conflicts during the construction and warranty process, which cannot be effectively handled by the Superintendents/ACM. Work with other managers to assess ways to increase customer satisfaction. Review homeowner survey results with respect to the construction process and implement any changes or improvements where necessary. Ensure all homeowner contact points (i.e. meetings, orientations) are conducted according to established procedures. Ensure Construction Personnel as well as other division employees set the correct expectations with homeowners for maintenance and warranty items. Communicate customer satisfaction process to the Construction Personnel and the role they play in that process. Train Construction Personnel to communicate Customer Service Process to customers. Warranty Ensure there is a system to receive, document, and monitor warranty requests Ensure the proper and thorough completion of all warranty requests, within the division established cycle time, by continually monitoring and tracking outstanding requests.Analyze data regarding recurring warranty problems and make changes as necessary to minimize or eliminate these issues. Make determinations on homeowner requests for service outside the established warranty period. Construction Systems Ensure the systems and equipment being utilized by all construction personnel are up to date and effective. Ensure all established processes and systems relative to construction operations are being adhered to as formulated. Initiate the development and implementation of new construction related processes, to enhance or improve the construction operation. Construction Management Planning Based on projected sales and growth levels, plan for the appropriate hiring of construction personnel. Plan for ways to anticipate and deal with problems or recurring issues in an ongoing effort to minimize crisis management. Utilize a staffing plan to determine Construction Personnel capacities, location of field staff, and future hiring needs. Teamwork with Other Departments Assist in developing and implementing any systems to facilitate the flow of information between departments, including a written feedback system. Assist in implementing communication and cooperation between all departments. Provide training to other departments as requested Continuing Education Continually asses the educational needs of construction personnel and provide internal and/or external training as necessary. Constantly seek opportunities for obtaining information through the local Homebuilder’s Association and actively participate in meetings, seminars, etc. Ensure action plans are created for the implementation of all ideas gained from continuing education. Constantly research new building products and techniques being used in the industry and analyze whether they would benefit the division. Stay current on all codes and code changes and communicate the information to construction personnel as necessary. Assist in the resolution of any lawsuits, which may affect the construction department. Post all divisional results publicly. (cycle time; customer satisfaction, construction extras; warranty extras, warranty status) Ensure all house files are maintained for each assigned home under construction and upon closing transfer appropriate files to the division for proper storage. Qualifications : Bachelor’s Degree in Production/Operations Management, Construction, Engineering or related field required. Valid driver’s license and insurance should an automobile be utilized for required travel. Skills and Knowledge: Knowledgeable about the construction industry including construction cost, materials, products, methods and procedures. Must have thorough knowledge of the trades, crafts and equipment needed to complete the job, plus the ability to identify potential problems. Knowledge and familiarity with blueprints, construction drawings and addendum and reading same required. Ability to multi-task and prioritize several tasks without compromising quality of work or mission deadlines. Proven organization skills in a high paced work environment. Must be able to use word processing, e-mail, spreadsheets, presentation (PowerPoint), database and newsletter (Adobe) software for advanced internal and external communications, creation of reports and presentations and database maintenance. Ability to review, analyze and interpret information as well as trouble-shoot to solve problems. Knowledge of business English and ability to communicate patiently and professionally with both internal and external customers both orally and in writing. Ability to multi-task and prioritize several tasks without compromising quality of work or mission deadlines. Ability to adapt in a changing workplace. Computer literacy, proficiency with Outlook, excel, Word, Power Point and ability to learn new programs as needed. Skilled at complex negotiations. Experience: 7-10 years of progressive operations experience in the home building construction industry. A minimum of 5 years management experience.
