Group has an opportunity for a Cyber Program Manager to lead a
Cyber Security project in support of the Department of Veterans
Affairs (VA) / Office of Information Security (OIS). The project
will augment VA's Enterprise Data Loss Prevention (DLP) program in
accordance with existing VA Enterprise Security Directives and
Standards and to ensure VA compliance with Federal laws and
regulations, and Federal and VA policy and procedures. The team
provides project management and technical services, provides
technical support to assist in VA's implementation of the Zero
Trust Architecture (ZTA) Data Pillar, and provides technical
support for gap analyses, requirements review, re-alignment of
technologies and data capabilities, reporting, documentation of
operational response, and establishment of policy and governance.
This position is 100% remote.JOB DESCRIPTION/SCOPE: The Cyber
Program Manager will lead a 20+ person team that supports the VA
DLP program to achieve its goals and objectives. The team is
comprised of cybersecurity experts with expertise in Data Loss
Prevention in the areas of endpoint, cloud, network, storage,
security information and event management (SIEM); an Agile Scrum
team to define, build, and test DLP solutions, and supporting
staff. PRIMARY RESPONSIBILITIES What will this position require you
to do? The Program Manager performs tasks requiring management of a
mid-sized program, encompassing multiple projects, with a total
lifecycle budget and significant complexity.
- Tasks include planning, initiating, managing, executing, and
closing out small and large-scale projects in support of VA's
mission within the context of Data Loss Prevention (DLP).
- Leverage deep understanding of project management concepts to
proactively identify and address any issues to ensure successful
program execution against baseline.
- Demonstrate strong skills to monitor the status of the project/
program scope, manage changes to the scope baseline (if needed),
and formalize client acceptance of the completed project/ program
deliverables.
- Show strong skills in creating projects schedules that capture
all actions to be performed to deliver complex project deliverables
successfully.
- Utilize strong understanding of team dynamics to build a
constructive and effective project team, anticipate team challenges
and plan contingencies.
- Leverage a deep understanding of risk management processes
sufficient to direct complex processes and develop robust risk
mitigation plans.
- Leverage deep understanding of communication needs across
various stakeholders to manage communication messaging and
distribution via various channels.
- Apply advanced stakeholder management skills to improve the
understanding, cooperation, and effectiveness of diverse
stakeholders on a project/ program.REQUIRED SKILLS What the you
will need to succeed?
- Master's Degree concentrated in Engineering, Computer Science,
Systems, Business or related scientific/technical discipline and 15
or more years of relevant experience.
- Bachelor's degree concentrated in Engineering, Computer
Science, Systems, Business or related scientific/technical
discipline with a Program Management Professional (PMP)
certification is substitutable for the Master's Degree and 15 or
more years of relevant experience.
- Seven years of experience in Cyber Security initiatives
concerning Data Loss Prevention program planning and execution, to
include Insider Threat Detection and Cross-Domain Solutions.
- Five years of experience managing Cyber Security programs.
- Two years in the Federal sector
- Experience with diverse IT projects both large and small.
- Demonstrated experience managing a portfolio of projects.
- Well-versed in full systems development life cycle,
enterprise-wide network engineering, strategic information
planning, business process reengineering, structure, and management
practices.
- Must be able to identify and mitigate risks to the
program.
- Must be able to manage to cost, schedule and performance.
- Experience managing and/or creating process documentation and
improvement plans.
- Excellent client-facing communication skills
- Current Public Trust or DoD clearanceDESIRED SKILLS How do you

- Current VA credentials and up-to-date VA Tier 4 / High
background investigation
- Project Management Professional (PMP) Certification or
equivalent
- Experience leading and managing teams working in a remote
(teleworker) environment.
- Experience with Agile Scrum methodology
- Demonstrated experience with:
- Health Insurance Portability and Accountability Act (HIPAA)
Privacy and Security Rule
- Health Information Technology for Economic and Clinical Health
(HITECH) Act
- Privacy Act of 1974, and amendments
- National Institute of Standards and Technology (NIST)

- Federal Information Security Management Act (FISMA)
- Federal Acquisition Regulation (FAR)
- Other laws and regulations pertaining to the protection of
sensitive VA data. Pay Range: Pay Range $118,300.00 - $213,850.00
The Leidos pay range for this job level is a general guideline only
and not a guarantee of compensation or salary. Additional factors

responsibilities of the job, education, experience, knowledge,
skills, and abilities, as well as internal equity, alignment with
