General Description:
The Texas Higher Education Coordinating Board (THECB) seeks to hire a detail-oriented, creative, experienced financial or administrative professional as Director of Fiscal Management for Community College Finance. As a designer and the lead administrator for a new formula funding process for Texas community colleges, the Director will be a critical member of a new team responsible for implementing an innovative approach to higher education finance. In this role, the Director will report to and work with the Senior Director of the Community College Finance Program to hire and supervise a team. General Duties and Responsibilities:
--- Assists in the design of new workflows and data structures that accurately and efficiently determine funding allocations in accordance with statute and rule.
--- Researches, plans, proposes, and implements improvements to existing administrative, data, and reporting processes.
--- Helps assess the need for and optimal use of personnel in the new formula funding process.
--- Leads the hiring of and serves as the direct supervisor for Fiscal Management Analysts, including standard managerial responsibilities.
--- Oversees the operation of the formula funding model, including incorporation of new data elements, documentation, calculation of accurate funding amounts, maintenance of detailed records, and the timely disbursal of funds to institutions of higher education.
--- Leads performance analysis of the funding model with respect to key funding drivers, how funds are disbursed according to institutional and student characteristics, and other considerations.
--- Co-creates the template for an individualized report detailing how each college's funding amounts shift over time and uses a technology solution to generate these reports in batches.
--- Co-creates other communications products explaining and analyzing the model and its outputs for various audiences.
--- Serves as a subject matter expert on community college formula funding for internal and external stakeholders.
--- Assists in the development of higher education formula funding policy, including (but not limited to) reviewing and analyzing proposed legislation and other policy proposals, identifying issues with current policy, and suggesting policy improvements through established policymaking processes.
--- Performs related work as assigned. Knowledge, Skills, and Abilities:
- Knowledge of core quantitative research methods and principles.
- Knowledge of writing fundamentals including proofing and editing documents.
- Knowledge of concepts and best practices in bookkeeping, financial analysis, and public accounting -
- Knowledge of concepts and best practices in data processing, analysis, and visualization
- General knowledge of higher education and Texas state government.
- Advanced skills in using personal computers, databases, and general office software, including word processing, spreadsheet, and presentation software.
- Skill in communicating effectively both orally and in writing.
- Skill in maintaining detailed records with impeccable attention to detail.
- Skill in managing subordinate employees in a professional and appropriate manner.
- Ability to think analytically and present professional research data and reports.
- Ability to solve problems and answer questions independently using trustworthy sources.
- Ability to effectively organize time and manage multiple projects simultaneously.
- Ability to maintain strict confidentiality with business matters and records
- Ability to establish and maintain effective working relationships both internally and externally.
- Ability to initiate and complete tasks with minimal supervision and make decisions using appropriate professional judgment and reasoning. -
- Ability to accept and follow instructions given in a variety of forms. Required Minimum Education and Experience:
--- Bachelor's degree from an accredited college/university.
--- One year of professional experience in public policy, budgeting, data analysis, financial analysis, or related field. Preferred:
--- Graduate education (including any coursework) in related fields, such as Business, Accounting, Finance, Public Administration/Affairs, Computer Science, and quantitative social sciences.
--- Experience with fund management and/or data analytics.
--- Experience with quantitative social data, with additional weight for experience with education data
--- Years of managerial experience, up to five.
--- Related professional experience at a government agency or institution of higher education.
--- Basic familiarity with concepts in data processing.
--- Detailed knowledge of public higher education, with additional weight if said knowledge pertains to Texas. Physical Requirements and/or Working Conditions:
