The Director of Business Intelligence-Internal Audit is responsible for performing advanced managerial data analytics work within Internal Audit (IA). The incumbent will oversee IA's business intelligence and data analytics, direct complex consultative business intelligence projects for TRS business units, and assist the Chief Audit Executive with IA administration activities. This position will proactively work with the IA business intelligence team, IA staff, and members of the TRS executive and leadership team.

WHAT YOU WILL DO:Business Intelligence and Data Analytics

  • Develops and drives strategic analytical initiatives, including the Division's business intelligence strategic plan, key performance indicators (KPIs), and procedures.
  • Hires, develops, and mentors a team of business intelligence analysts and data analysts of varying skill and practice levels.
  • Directs and oversees the department's business intelligence and data analytics efforts related to processes, activities involved with the administration and delivery of pension and health care benefits, the management of investments and all other areas within TRS.
  • Oversees complex data analytical projects (including robotic process automation for the division's continuous auditing efforts) to provide insightful and value-added assurance and advice to business units and to Internal Audit's risk assessment process.
  • Continuously improves data analytics and insights capabilities for tracking and managing risk.
  • Participates in various committees in a non-voting capacity.
  • Improves the data analytics process, including researching benchmark information and industry best practices and developing standard policies and procedures based on research.
  • Prepares the annual project plan for the Division's business intelligence and data analytics using a risk assessment methodology and input from stakeholders.
  • Manages business intelligence staff in planning, organizing, conducting, and monitoring data analytics projects.
  • Ensures that data analytics projects conform to quality control standards.
  • Prepares, reviews, or approves project objectives, scope, and testing procedures for assigned projects.
  • Counsels and guides staff to ensure that approved project objectives are met, and that adequate coverage is achieved.
  • Communicates project results to management, the Audit Committee, and the Board of Trustees.
  • Directs and assists with investigations as directed by the Chief Audit Executive.Internal Audit Administration
    • Serves on the Internal Audit Management Committee.
    • Directs departmental activities such as developing the internal audit quality control procedures, hiring staff, and updating the Internal Audit Strategic Plan.
    • Assists the Chief Audit Executive in preparing for Audit Committee meetings.
    • Researches data analytic tools and leading audit practices for recommendation to the Chief Audit Executive.
    • Represents Internal Audit at management and Board meetings and with external organizations.
    • Performs related duties as assigned.

      WHAT YOU WILL BRING:
      Required Experience
      • Six (6) years of full-time, progressively responsible statistical or data analysis experience generating analytical insights for driving business decisions, including five (5) years directly managing professional staff.
      • Experience with descriptive and predictive statistical modeling.
      • Working experience with such data analytics tools as SAS, SQL, ACL, Python, R.
      • Experience may be concurrent.
        Required Education
        • Bachelor's degree from an accredited college or university in a quantitative technical field including Data Science, Economics, and Statistics, or related field.
          Preferred Qualifications
          • Ten (10) years of full-time, progressively responsible statistical or data analysis experience generating analytical insights for driving business decisions, including five (5) years directly managing professional staff.
          • Advanced SAS Certification.
          • Master's degree in business administration, or a related field.
          • Experience managing data analytics projects in pension, healthcare, or investment management services.
          • Experience building and maintaining robotic process automation tools (bots).
          • Experience in Machine Learning and Artificial Intelligence techniques.
          • Experience with hiring and managing high-performing teams.
          • SAS Certification
            Knowledge of:
            • Texas state government program policies, procedures, regulations, and laws.
            • Agency programs, policies, and procedures.
            • Data warehousing, and business intelligence principles and processes.
            • Programming languages and sound understanding of statistical software such as SAS, SQL and ACL.
            • R and Python.
            • Creation of reports & dashboards, including knowledge of PowerBI.Skill in:
              • Directing and organizing data analytics activities; identifying problems, evaluating alternatives, and implementing effective solutions; developing and evaluating policies and procedures; preparing reports; communicating effectively; and supervising the work of others.
              • Developing and maintaining tools to analyze pension and healthcare plan and investment management operations and processes.
              • Conducting quality control reviews of data analytic products.
              • Analyzing complex data and drawing logical conclusions.
              • Planning and project management and maintaining composure under pressure while meeting multiple deadlines.
              • Negotiating issues and resolving problems.
              • Effective verbal and written communications, including interpersonal and active listening skills and presenting findings and recommendations.Ability to:
                • Establish and maintain harmonious working relationships with co-workers, management, staff, and external contacts.
                • Work effectively in a professional team environment.
