Job Summary
Huston-Tillotson University (HT) is seeking an experienced, highly motivated and collaborative leader to execute a bold, new and innovative vision for bridging the equity gap through Workforce, Partnerships & Career Learning. The Vice President for External and Corporate Relations reports to the University President and Chief Executive Officer (CEO), and:

  • Will be responsible for creating and executing all workforce, career and industry-based partnerships and learning at HT, including customized workforce training solutions, internships, apprenticeships, job opportunities, employer partnerships, soft skills training, diversity, equity, inclusion and more
  • Play a highly collaborative role with the Provost, Vice Provosts and Associate Vice Presidents, Advancement & Development, including leading an innovative team of workforce personnel who will create and execute programs with cross-campus teams throughout the University and community

  • Ability to strategically identify and meaningfully connect with communities for partnerships.
  • Knowledge of continuing education and high-level certifications development
  • Experience with local, state and federal workforce programs
  • Ability to analyze multi-layered problems and propose solutions
  • Ability to research, procure and administer major program funding from multiple revenue streams
  • Demonstrated ability to leverage public/private funding for capacity building and maximum impact
  • Knowledge of best practices/trends in Workforce Training including Industry-Based Certifications and Economic Development initiatives in higher education
  • Knowledge of best practices in budgeting, operational planning, program planning and development, and personnel management
  • Demonstrated knowledge of principles of equity and inclusion and a demonstrated commitment to the promotion of diversity, especially as it relates to serving minority and underserved populations
  • Knowledge of current research and policy recommendations as well as state and national initiatives designed to enhance student career and industry learning
  • Experience in strategic planning, assessment of program(s) effectiveness, and development of guidelines to improve the educational and career outcomes for students
  • Experience reporting to federal, state and local funding agencies and maintaining required documentation for participants in grant-funded programs
  • Employ data-informed decision making and use predictive analytics

    Key Responsibilities

    • Oversees the creation and operations of workforce, career and industry-based learning
    • Provides overall leadership for the workforce training and economic driver programs, providing progress reports to the President and CEO
    • Plays key role in developing effective partnerships with businesses and industries, leveraging insights from relationships to ensure HT is designing and offering career and industry-based training that align with current and future business and industry needs
    • Ensure curriculum, content and skills training remains relevant, meeting and exceeding projected outcomes by conducting quantitative and qualitative pre-training, intermittent and post training assessments and informs the creation of customized workforce solutions
    • Supervises career services, soft skills / essential training programs, certificate programs, diversity, equity and inclusion revenue programs
    • Coordinate with faculty leadership to integrate all career and industry-based learning strategies into the University, clearly defining pathways between curriculum and career opportunities
    • Working with Academic Services to conduct research analysis to evaluate viability of new and existing non-credit to credit programs
    • Design strategy to create a pipeline from local schools to HT career training opportunities
    • Develop and expand partnerships with the local workforce board, the Texas Workforce Commission, and the Department of Labor to create additional opportunities for individuals through various training programs
    • Advises business and industry partners, agencies and community organizations on grant options to support prospective and incumbent workforce skills improvement
    • Working with Student Success Center, design, execute internship and apprenticeship strategies
    • Recruit, onboard and manage a high-level team of Workforce Specialists who will be responsible for executing workforce and partnership initiatives, maintaining relationships between the Academic, Student Success, and Advancement divisions of HT
    • Ensure career based learning opportunities are comprehensive, consistently evaluated, and remain aligned to high need jobs in Austin and throughout HT service areas; recommend the addition of certificates, programs, and degrees according to market demands
    • In collaboration with the University'sacademic leadership, ensure courses, programs, certificates and degrees incorporate industry and employer-recognized credentials
    • Oversee youth and opportunity youth programs, including all federal and state funding associated with these programs
    • Research, secure major funding from multiple revenue streams to support program development; manage operations and program budgets, providing ROI reports to program investment partners
    • Partner with Office of Grants and Advancement to leverage opportunities
      Minimum Qualifications

      • Bachelors degree required
      • Five (5) years of progressive responsibility in administrative and/or educational leadership roles
      • Five (5) years of experience working with external organizations to create partnerships that advance business and industry training within higher education environment, including workforce-related programs, customized training, internships, apprenticeships
      • Five (5) years of experience developing strategic partnerships for business and industry training
      • Demonstrated successful experience in securing and managing braided funding to support career and industry-based learning
      • Experience organizing large administrative units and delivery structures to support the integration of career and industry-based curriculum and experiences into credit and non-credit programs
