General Description: Performs highly complex data analyses and data visualization work related to the Higher Education and Workforce Data Analytics teams for the Data Management and Research (DMR) Division. The individual will lead data efforts to support the agency's Data Modernization Projects, the 60x30TX Plan, and assume leadership for the Perkins V Grant. The work involves conducting advanced statistical analyses, participation on inter-agency and cross-agency teams, interpreting and communicating policies, producing reports, and designing data visualizations. Utilizes and manages data collected by the THECB, Texas Education Agency (TEA), and other state and federal agencies to provide information to agencies, state leadership, higher education institutions, and other external stakeholders. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. This position reports to the Director of Higher Education and Workforce Data Analytics. General Duties and Responsibilities:

  • Runs higher education data for the agencies Data Modernization projects, Texas Higher Education Accountability System, Texas Public Higher Education Almanac, regional portal/workbooks, and 60x30TX updates. Provides thought leadership to interpret changes in statute and rules regarding the use of workforce data.
  • Develops various agency reports and prepares and modifies excel spreadsheets and PowerPoint slides and disseminates them to data users, within and outside the agency.
  • Runs diverse data metrics for accountability systems, Almanac, and online Institutional Resumes for public and for-profit institutions.
  • Serves as a point of external contact for key constituencies, including federal government contacts. Attends external meetings, interprets rules and statutes, and develops a plan for analysis and/or needed data collection.
  • Supports legislative and other ad hoc analysis requests, including helping institutions with data needed for grants and supporting team members in their data analyses.
  • Advises team members on SAS coding, statistical methodology, and use of non-THECB data sources.
  • Ensures compliance with established procedures, requirements, laws, and regulations.
  • Represents the agency to a variety of audiences in a variety of formats in delivering oral and written presentations.
  • Works collaboratively as a team member in achieving the goals and objects of the state higher education plan, 60x30TX.
  • During a legislative session, analyzes bills related to strategic planning , including development of fiscal notes.
  • Attends training/and or uses online training facilities to acquire additional knowledge and skills.
  • Understands data security and is able to apply Family Educational Rights and Privacy Act (FERPA) to all applicable work activities.
  • Performs other duties as assigned. Knowledge, Skills, and Abilities:
    • Knowledge of statistical concepts and methods and their application to research analysis at an advanced/ advanced intermediate level.
    • Ability to analyze and manage large data sets.
    • Skill in reviewing materials for accuracy and efficiently identifying, researching, and correcting errors.
    • Ability to interpret and communicate complex information in a clear, organized, concise, professional, and courteous way, in both spoken and written forms, to individuals with diverse social, ethnic, economic, and cultural backgrounds.
    • Knowledge of research methods, principles, and philosophies.
    • Knowledge of Power BI, Tableau, or other visualization software at an intermediate level.
    • Ability to plan, organize, effectively manage, and complete multiple priorities and projects concurrently, and to keep management abreast of issues.
    • Skill in using personal computer; word processing, database, statistical, and graphics software; and general office software, including Microsoft Word, Outlook, PowerPoint, Excel, and Access.
    • Ability to write concise, professional reports that engage a broad audience.
    • Ability to take initiative; work independently; and make decisions using sound judgment, analytical thinking and sound reasoning to solve problems.
    • Knowledge of higher education structure in Texas, including higher education laws and regulations, roles of legislature, agency, and institutions.
    • Ability to establish and maintain effective work relationships both internally and externally.
    • Ability to adhere to the agency's internal management policies and procedures. Required Minimum Education and Experience:
      • Bachelor's degree from an accredited college or university in education, statistical analysis, public administration, sociology, economics, computer science or related field.
      • Five years of full-time progressively responsible work experience in data analysis, research, or evaluation including:
      • Three years of full-time experience using analytical software such as SAS, Python, R, SQL, SPSS, or STATA to manage and analyze secondary and/or higher education data.
      • Two or more years of work experience maintaining and verifying the accuracy of large data sets.
      • One or more years of full-time progressively responsible work experience in designing and sharing data visualizations using software such as Power BI or Tableau.
      • Master's degree in a related field may substitute for one year of the required work experience. Preferred Education and Experience:
        • Master's or doctoral degree from an accredited college or university in education, statistical analysis, public administration, sociology, economics, computer science or related field.
        • Experience working at a higher education institution.
        • Experience with state and national policy issues in higher education. Physical Requirements and/or Working Conditions:

          • Frequently works under deadlines, as a team member, and in direct contact with others. Must be able to:
            • Demonstrate knowledge of customer service deliverables.
            • Show flexibility and adaptability toward changes in assignments and work schedules; working extended hours as necessary.
            • Adhere to the organization's internal management policies and procedures.
            • Contribute to the agency's performance measures and mission.
