Tetra Tech Inc. is currently seeking a full-time Senior Mitigation Project Manager to work in Austin, TX. Are you ready to take the next step in your career? The selected candidate will be responsible for grant management of Community Development Block Grant - Mitigation (CDBG-MIT) funded projects for two counties in Texas, overseeing additional application processes for these clients, and administration of resulting funding. Working with subconsultant team, this will include financial compliance review including requests for reimbursement, tracking of grant management costs, time extensions, change requests, and appeals support; compliance with 2 CFR 200; labor standards monitoring, Davis Bacon and Section 3 compliance; and waste, fraud and abuse prevention. Responsible for identifying and leading pursuit of opportunities related to CDBG - Disaster Recovery, MIT and/or Covid (CDBG-DR, MIT, CV). Such pursuit may include support or leadership in preparation of RFP proposal including staff and subcontracting team composition, teaming agreements, scope preparation, organization, budget preparation, and overall positioning of submittal. Individual will be responsible for managing client relationship, budget, project schedule and deliverables for development of Action Plans, grant applications, and/or post-award CDBG grant management. Responsibilities may include, depending on contracted services, creation of Action Plan, organizational capacity assessment, program design and establishment of parameters, process flows, policies and procedures, staff training, federal compliance, reporting, audit support, and closeout. Individual will be responsible for grant monitoring activities including time extensions, change requests, and appeals support; compliance with 2 CFR 200; financial compliance review including requests for reimbursement, and tracking of grant management costs. Candidate will oversee and mentor project and task managers and maintain client relations. Job Requirements: The ideal candidate will have 5+ years' experience working with CDBG funding, ideally in disaster recovery context. Must have participated in CDBG-DR, MIT and/or CV long-term recovery grant management and advisory services engagements with state, county or local clients. Knowledge of other funding sources and grant administration such as US Economic Development Administration, Federal Emergency Management Agency, US Department of Agriculture, or others a plus. The successful candidate must demonstrate the following characteristics: --- B.A. degree in urban planning, city planning, or architecture; or Master of Public Administration or Public Policy preferred.

--- Strong leadership, business development, oral communication, and technical writing skills required.--
--- Strong working knowledge of of HUD CDBG, CDBG-DR, MIT and CV rules, Federal Register notices, Housing and Community Development Act, and 2 CFR 200.-- The successful candidate must also have:
--- Ability to manage time well and work on tasks as part of a larger project team.
--- Possess a flexible style and ability to quickly adapt to changing priorities and ability to multi-task.
--- Ability to thoroughly and correctly deliver client-requested tasks under expedited time constraints.
--- Direct experience with technical writing for reports and other project deliverables is preferred.
--- Strong attention to detail.
--- Familiarity with social media platforms and public outreach techniques.--
--- Familiarity with programmatic applications and platforms to develop and manage grants.
--- Interest and ability to mentor those you manage as well as junior staff.-- This position requires you to drive on a regular basis and will require passing a motor vehicle record (MVR) background check.-- The work environment consists of participating with both driving and walking site tours throughout communities that may involve different types of terrain and conditions. Work and travel to client locations may be required. Some work in the evenings and weekend may be required. Generally, the consultant will work in a remote-office environment and use computer and telephone to conduct business. Some travel to the Tetra Tech office and client offices may be required.
