GENERAL DESCRIPTION Performs highly advanced and supervisory (senior-level) human resources management work. Work involves directing, administering, monitoring, and evaluating the development and operation of one or more human resources management programs and ensuring compliance with state and federal laws and regulations. Programs include benefits, leave/timekeeping, workers' compensation, new hire orientation, data management, and organizational development. Supervises the work of others. Works under minimal supervision, with extensive latitude in the use of initiative and independent judgment. May be required to work in excess of 40 hours per workweek and travel occasionally. ESSENTIAL FUNCTIONS Oversees and directs various human resources (HR) programs to include benefits, leave/timekeeping, workers' compensation, new hire orientation, data management, and organizational development. Oversees the maintenance of the Centralized Accounting and Payroll/Personnel System (CAPPS) and other HR automated systems and records, and the analysis of HR data, reports, and reporting procedures. Oversees planning, developing, reviewing, revising, and implementing HR policies and procedures. Plans, assigns, and supervises the work of others. Coordinates and consults with staff and management of external entities (Comptroller of Public Accounts, Employees Retirement System of Texas, etc.) regarding issues, data management, policies and procedures. Provides human resources related training to managers and staff. Provides direction and/or guidance to human resources staff. Advises management on the administration of operating plans and policies for human resources activities. Monitors and determines the effectiveness of human resources and administrative management programs, and recommends solutions to problems. Prepares or oversees the preparation, maintenance, and distribution of various human resources correspondence and reports. Develops methods and procedures for gathering, compiling, and analyzing statistical data. Interprets and provides advice and assistance on state and federal human resources-related laws and regulations. Serves as a subject matter expert on assigned human resources programs. May prepare budget estimates. May provide fiscal notes, legislative analysis, and other human resources-related assistance to legislative staff during the legislative session. Monitors outcomes for racial, ethnic, and/or gender disparities and takes action to address identified disparities. Performs a variety of related duties, not listed, determined and assigned, as needed, by the supervisor. Performs all duties in compliance with agency safety policies and procedures: Reports safety hazards and corrects hazards when possible. Completes required documentation in the event of an accident/injury within requested timeframes. Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies. Qualifications MINIMUM QUALIFICATIONS Bachelor's degree in human resources, business or public administration, organizational development, or a closely related field. Four years of full-time wage earning human resources experience. Two years of the required experience must be in a supervisory position that oversees, manages, or directs a program or operation or in a team lead or senior level position involving the performance of work with a high level of responsibility and limited or minimal supervision. Preferred: Human resources experience in a State of Texas government agency. Experience in driving customer service and/or employee engagement programs. Experience in various modules of CAPPS HR/Payroll or PeopleSoft HR. Experience and Education Substitutions: One year of appropriate experience may substitute for one year of college (30 course hours) on a year for year basis. Completed course hours of undergraduate study may substitute for up to four years of experience on a basis of 30 course hours for one year of experience. Completed course hours of graduate study may substitute for up to two years of experience on a basis of 12 graduate course hours for one year of experience. PHR, SPHR, SHRM-CP, or SHRM-SCP certification can substitute for one year of experience. Pro-rated part-time experience may satisfy the experience requirements. Note: Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be from an accredited educational institution.
