Job Description:
MISSION: -Participate as a member of the team managing the
Permanent School Fund assets in a sound and prudent manner for the
benefit of all Texans.
On or after January 1, 2023, all Permanent School Fund positions
will transfer from the Texas Education Agency to the Texas PSF
Corporation, a recently formed special-purpose governmental
corporation. - Staff benefits, including insurance and retirement,
will remain with the Texas Employees Retirement System. All PSF
staff participate in a performance incentive plan.
POSITION OVERVIEW:The Texas PSF (Corporation) is seeking a talented
individual to join a team of professionals at the Texas Permanent
School Fund Corporation in managing a $55 billion perpetual public
fund endowment that helps finance the state's public schools.
This position reports to the Director of Finance and is hired to
perform highly advanced accounting work within the division. -The
General Ledger Accountant is responsible for timely and accurately
processing of journals in PSF accounting system (CAPPS) and the
payroll system (CAPPS HR/Payroll). This position reviews travel
expenditures and assists PSF Payroll Accountant to ensure PSF staff
is paid accurately and timely every month. This position also
assists PSF Budget Analyst in budget related tasks. This position
prepares the reconciliations between CAPPS and USAS and assists in
the preparation of PSF Annual Comprehensive Financial Report
(ACFR).

The professional selected for this position will work under minimal
supervision with considerable latitude for the use of initiative
and independent judgment and is expected to help the PSF meet its
performance goals and support the Texas Education Agency in
fulfilling its strategic priorities.

ESSENTIAL FUNCTIONS:
- Process journals and reconcile general ledger. -Prepare and
enter various journals in CAPPS and USAS. Reconcile CAPPS and USAS;
investigate and resolve reconciling differences timely.
- Assist with payroll function. -Input PSF Personal Action Forms
(PAF) into CAPPS as well as other employee actions, enter monthly
payroll journals in CAPPS and correction entries in USAS, assist in
the preparation of PSF Quarter 941 Federal Tax Report and other
payroll related reports, assist in reconciling quarterly 941 to
annual W-2 reporting.
- Assist with budget function. -Assist with the preparation of
financial reports related to fees, appropriated receipts, and other
fund areas as assigned for review by management. Assist in
collecting, organizing, analyzing, and preparing ad hoc reports
requested by management, PSF staff, the Legislative Budget Board
(LBB), the Office of the Governor (OOG), the State Comptroller of
Public Accounts (CPA), and the State Auditor's Office (SAO).

- Assist with accounts payable function. -Assist with auditing
administrative contract and non-contract invoices against
contract/PO payment terms. Obtain division manager final invoice
payment approval; process vouchers in TCAPPS per State of Texas
Prompt Payment guidelines; follow up with division managers to
liquidate outstanding encumbrances.
- Perform travel function. -Analyze and verify computations,
narrative, supporting documentations and coding of travel vouchers.
Audit, review, and process direct billed travel expenses charged to
the agency. These include PSF travel credit card, car rental
invoices and hotel invoices. Provide a wide range of travel-related
services to PSF employees and stakeholders.
- Assist with year-end closing procedures, financial statement
preparation and annual audit. -Contribute to the preparation of the
PSF portion of the Agency Annual Financial Report (AFR) and the PSF
audited Annual Comprehensive Financial Report (ACFR).
- Other duties as assigned.

Qualifications
-
MINIMUM QUALIFICATIONS:
Education: -Graduation from an accredited four-year college or
university in Accounting, Business, Economics, Finance or
equivalent.
Experience: -Minimum of five (5) years of experience in accounting
with general ledger, accounts payable and/or financial reporting.

OTHER QUALIFICATIONS: -
- Strong PC experience with financial databases and software
applications including advanced Excel, Word and PowerPoint is
required. -
- Highly prefer experience using software packages such as the
Uniform Statewide Accounting System (USAS), the PeopleSoft-based
Centralized Accounting and Payroll/Personnel System (CAPPS), and
Texas Identification Number System (TINS). -
- Knowledge of fiscal programs; governmental accounting; budget
control methods, policies, and procedures; and of laws and
regulations pertaining to financial operations. -
- Skill in mathematics, analytics, and in the use of computer
software programs, particularly Word, Excel and
PowerPoint.
- Ability to maintain a high standard of accuracy.
- Ability to communicate clearly and effectively, both verbally
and in writing, including writing management reports and making
public presentations. -
- Strong customer-service mindset and the ability to communicate
to a diverse group of internal and external customers.
- Maintain effective and professional relationships with a
diverse group of internal and external staff.
